Craftsman ratchet n truth took help

Just got a 3/8" ratchet because it has an adjuster I'd never seen before. Handle has common Moore "v" and number but can't figure out the adjuster. Maybe rebuilt with some odd kit? Also came across the weird spanner looking truth marked tool. Measures 1" socket sizing...maybe spark plug from back in the day?

Yeah, that was the hour glass selector knob. I'm not the Craftsman expert, but it was offered during a specific time frame.
The gear sets, pawls, and selector were interchangeable so long as you kept like parts together. As in the following pic, there were D-shafts and then hyphen tangs. Not every knob mated to every pawl, but IIRC any rebuild kit would fit the ratchet handle.

The hour glass selector was standard on flex head ratchets. It was never standard on the regular ratchets, however, it would fit and work if necessary.

I have a CM ratchet repair kit that has both styles of selector knobs.
