Craftsman Split-Blade Slotted Screwdriver?

Not sure if anyone has seen this before, but would love some input if anyone has any ideas. This is a Craftsman USA screwdriver, but the shaft is split - all the way. Has anyone seen this and know of the purpose? Is there a sleeve or something missing from the shaft perhaps, that would lock it or?

I picked it up for $.25 at a garage sale a couple weeks ago and have been staring at it...I can't find anything on this style from Craftsman, and the part number comes up blank for me.

Yes, there should be a sleeve with a knob up close to the handle that slides down the shaft forcing the tip to spread and hold the screw.

They have a sleeve on the shaft with a plastic knob at the handle end that pushes the sleeve forward and spreads the tip apart to hold the screw.
