Craftsman tool identification

Good afternoon everyone. A friend of mine found this tool and asked me if I had any idea what it was used for. I have no clue. The number on the tool is
9-45405. I tried Googling the number, no hits. I tried looking at vintage Craftsman catalogs and I could not find it. I figured the brainiacs at GJ might be able to assist. Any help would be appreciated.
