I picked up a similar kobalt box with tools for $100 but the guy was desperate to get rid of it. He had a rental unit and the guy bailed.

I figure $200 would be a good price depending on the tools.

Without the tools, $125-175. With the tools, add about $100-150. I'd say offer $250 and see if he bites.
