Crawl space wiring question

One of these questions that is hard to find an answer to--I have rigid insulation to face the inside walls of my crawl. I also have several places where I have run NM for new circuits and it is stapled to the plates of the walls (which I want to run the insulation over), then insulate the joist pockets separately.)

The insulation panels use a top and bottom channel and at 'T' insert to give the look of finished panels.

Clearly I would get a cleaner job if the wiring was on top--insulation would fit better, and wiring would be visible. Running circuits across joist bays requires strapping--so would it be acceptable to unstaple my wiring, to insulate, screw up strapping strips at plate on top of the insulation panels, reattach wiring and call it a job?
