Looking for a quick answer. Has anyone used Crete Heat insulated panels. I can get a deal on factory seconds where the plastic sheeting is not fully covering the foam board. My question is is this a rigid type foam board or is it weak similar to a foam cup. On the other hand I can get 2" EXP for a little cheaper than the Crete heat but then I need to fasten the pex to the steel.

let me know your thoughts. need to move fast

All foam insulation must be covered by with a fire rated layer. The fumes from burning foam will kill quickly.

Yes I know that foam board needs to be covered. Crete heat panels are used under a concrete floor slab. That is why i mentioned fastening the Pex pipe to the steel as opposed to snapping it into the Crete Heat panels

First off, the Crete heat is eps foam, i.e. Same foam as foam cups, expanded beads. I not would say weak per say as all is it really has to do is survive compression but not as strong as an xps such as foamular 250.

They make plastic staples to attach pex to foam. The staples are cheap but the tool expensive. I don't know how expensive the heat Crete would be vs the stapler/staples.

On my 28x30 garage I used the staples and installed them with a flat blade screw driver. Not ideal from an ergonomic standpoint but certainly save enough coin to make it worth it. If I had to do anything larger I would buy the stapler.

Check eBay for used staplers for what they are going for and you could sell it after your done and recover a portion of the purchase cost. Or you can fit tying it to the wire mesh. Ideally the tubing needs under the mesh or rebar or the tubing will be to far up in the slab and the reinforcing to low.
