Crosswalk Signal Wiring

Hello all, recently acquired this crosswalk sign that is a different than the (more common) ones that have the hand/man and counter all on one panel. This one is separated into two screens, one with hand/man and one with the counter. I was wondering if anyone has any experience working with this style as I’m having troubles figuring it?

I have got all things to light up individually. It almost seems like the hand and man are reverse polarity. If I wire orange to line and white to neutral = I get the hand. If I wire brown to line and orange to neutral = I get the man.

What I know:
- As you see top panel has an orange wire for the hand, White wire has a wire for the man, then there is a brown wire.
- Bottom panel needs to be wired along with these in some fashion to activate the timer. It needs to know how many hands flash in order to give a countdown. Currently it just a light show, I believe waiting for that signal.

Controller I have:
I’m using an Arduino 3 way style controller

Any help is greatly appreciated. I would love for this to blink as it should. Even if I get the hand and man to flash on the controller in a set duration I’m still unsure how to timer connects and reads that through a controller like this.

You need the proper controller for it. A traffic liclght one might work but they might not flash the light.

I don't know if the timer and number control is built into the light or the controller needs to output that stuff. I like normal traffic lights better
