I don't get how crushing cans facilitates putting extra weight in. It seems like crushing wouldn't leave any space; you'd have to put the sand in one grain at a time. If you put sand in first, then the can wouldn't crush, and should obviously have sand in it.
Like ratdoggy mentions, a spoonful of sand in each can will make a huge difference, not that you're going to get rich but it's a liar or thief's scam.
If you were ever to stop by the firehouse, I'd show you the weight difference between an empty carbon fiber SCBA bottle and one filled to 4500 psi. Maybe once I get my trailer of of winter storage and can get my NOS scale, I'll post some pictures of an empty bottle/full bottle.
