Looks like a EASISHARP scissor sharpener apparently manufactured by SERR-EDGE MACHINE COMPANY from Ohio. It's missing a large guide that runs across front of machine.
Looks like McGraw Edison was probably the OEM for that one. Appearance and amps match. DIY level unit, also sold by K-Mart. It appears to have narrower wheels and a different tool rest than the standard bench grinder. Definitely not a $200 item.
He's hoping someone will chime in and tell him what the heck it is. Sometimes when I'm lost like that I'll price something really high to attract attention and ask for help, as he's doing.
Enthusiasts (such as yourselves, in this case) will often fill in the blanks.
I can then list it at a reasonable price for said enthusiasts. They found it, they figured it out, and then they can reap the rewards of a good price on something that they might not often find.
