damp floor test

I live in northern Michigan and want to paint my garage floor. whens its humid outside the floor gets very damp, is there a test , other then tapiing a piece of saren wrap to the floor? what will stick to this concrete floor that gets damp weekly,?

dampness might not be from moisture migrating up from the ground but rather condensation of water vapor onto cooler slab. Big difference!
