Dayton 220v Heater problems

Howdy,
Just got my Dayton heater installed. It hangs from the ceiling. 220v single phase. It barely heats. Fan slows down and speeds up on its own, like it needs oil/cleaning, but it is brand new. Have the jumpers set to original settings. Any ideas on what could be wrong? Thank you

Bad breaker, wired incorrectly, wrong wire, lot's of ideas.

1. Check, at the heater, and ensure you have 240 volts with the heater running.

2. Check to see if the breaker feels warm when heater is running.

Q: how cold is it in the room/building you are trying to heat?
