DC Motor Question

Got a problem with a DC motor on my bandsaw. I have a 1949 Delta Rockwell and did the DC motor conversion just as this guy did to his HF bandsaw:

I bought the same motor and the same controller. Real easy to do - or was it. I fired it up and things were fine. Cut some steel and all seemed well. Plugged it in this past weekend and it now surges no matter where the pot is set. I can even stop it with really thin steel.

Now, I know absolutely nothing about these type of electronics. I would think the first thing to check is the pot but it does change the speed. I just get surging through the range. Any of you guys have any thoughts on what might be going on.

I'm a little rusty on my DC drives but all those pots at the bottom of the drive card are what you need. This is a bit of a guess but the IR comp may be sort of a "gain" in the drive, too much gain and you get unstability. Ideally the instructions will have more info.
