Decent X / Y Milling Vise

Looking for suggestions for best bang for the buck. Need one to finish out some 80% AR15 lowers.

Not above having to do some tweaking to make a so-so one work acceptably, if such a thing can be done.

If you still have the option, a router jig is better.

The drill press combines poor sideways rigidity, poor tool retention, and a too low max rpm to give the worst of all possible solutions.

The router has such a high rpm that just the mass of the router dampens out the vibrations.

Yeah, that's a big no-no. Drill presses aren't designed for lateral forces. Unless you just want to use the milling vise for locating holes, get a mill drill or a real milling machine instead. Also, never put an end mill in a drill chuck whether it's on a milling machine or a drill press unless you're plunge cutting.

If you take your time you can plunge mill with a drill press. Going laterally with a chuck pressed into a tapered spindle will only knock your Chuck off. Do close plunging cuts then clean up the ridges with a file. Not pretty but it will work.
