Hmm, maybe making a sort of 'insert' to support a tray? Could build a frame out of wood that fit just inside the drawer a couple inches tall to create a 'lip' all the way around. Then some sort of tray a couple inches deep to rest on top. Similar to the standard small tool boxes where you pop the lid open, lift the tray out of the way to access the bottom. You might lose a small amount of space, but it would beat digging through 8" of jumbled tools. When I had mine set up at the shop I worked at, it was sort of a catch all for anything that wouldn't fit in the smaller tray style drawers. That and things I didn't use too often. Same went for most of the other guys too. (tried not to bend that far over any more than we had to). We also used to use them for tool kits, things that had a hard plastic case - coolant pressure testing kits, ball joint kits, that sort of thing.
From reading your labels it looks like you have construction stuff in there too (not just automotive). Not sure which of those tools would fair best in those deeper drawers, hammers maybe? Bout all I can think of, either bulky items or a tray system to keep smaller things from getting lost or crushed if they fall to the bottom.
If you have space somewhere, I'd suggest hanging up that hack saw. Even a nail as a 'peg' would work. It's liable to get tangled, could nick your fingers reaching in or digging for stuff or the blade could get bent/snapped. Hope this helps, maybe someone else has a more practical idea. I've never tried putting smaller items in deep drawers like that so haven't had to deal with it personally. Good luck.
