Are you sure that doesn't screw off? Appears to have a diagonal line that looks like a thread on side of the cap.

It might take some fixturing, but could you build a small setup with a HVAC vacuum pump? Submerse it in oil, draw a vacuum for a bit, then when ambient pressure returns oil would flow back into it.
I'm sure there must be a simpler method, unless it is a one time use container.
