Delta DP-220 Drill Press Question?

Hi,
I bought this drill press a few years ago and just now looking into it.

When I bought it, I noticed it had a jackshaft I suppose is to slow the spindle down for bigger reduce shank drill bitts.

I thought at the time it was just a jury rig someone put in, but now that I look at it it seems OEM?

Strange as it only has one attachment point on the shaft and the top pully just "floats"???

Wondering if anyone has any ideas on this or has ever seen one of these.

Can not find anything anywhere on it?

Admittedly I'm confused on how they set it up?

Hi,
Ok, sorry went back and got a steel brush and scrubbed the thing and found where someone had made this. (brazed joint)

They used a cast iron ring that looks OEM but then brazed an old pully to use to set the shaft in.

Anyway not original at at least I now know why I could not find anything on it!!!
