The gouge looks to be "tied" into the frame, so PDR will not be helpful. Any dent, gouge, or abnormality that creases into the edge will have minimal results. Tougher fix than it appears as the lip is turned up along the panel.
The plastic, epoxy and touch up. Wipe w/ gasoline to clean, fill, light sand paint - should be good.
The top can be "minimalized" or go the whole nine yards. I would just fill, sand, touch it up myself (or not even F w/ it, LOL). To do it "right," the panel may very well have to be removed, I know it sounds absurd.........
