Is there a significant difference between the 18V and the 12V?

I'm going to go under the assumption that you're referring to the 20V max in comparison to the 12V max line. Hopefully the OP doesn't mind me fielding this one for him.
They're both superb tool lines. I have both. The cool thing is that the 20V charger takes the 12V batts (not the other way around though) so it makes it really easy to slip the 12V driver in with your 20V kit when going to a job.
The 20V are about the same size physically, but heavier and more powerful, and have more battery life. The 12V are lighter, more compact, and MUCH more suited for quick tasks, light technical work, and around the house. To give you some perspective, about 90% of the time I grab my 12V first, unless I know I'll need extra power/runtime.
IMO they are the best 12V and 18/20V lines on the market right now. This kit also has a 12V add on worklight that is very unique and useful.
For the OP's asking price, this kit is WELL worth it. The impact is awesome, compact and lightweight. The screwdriver is equally awesome, very compact, and a joy to use around the house and on light duty jobs like car interiors. The drill has very high RPM compared to most other compact cordless drills, and it has plenty of power.
edit: Oh, and the drill has a REAL Jacob's chuck, which is a nice touch on a compact tool line like this.
They've also just announced a great looking compact sawzall.
The ergonomics are second to none. It's pretty much impossible to go wrong with these in my opinion.
