disinfecting a basment floor for epoxy coat?

Yep you read it correctly...I'm disinfecting a floor and its in the basement But I need help. Ive got a new basement floor that is about a year old. It has never been sealed or painted, there is some areas where stain and paint has been spilled but wiped up. I would like to put an epoxy coating on the floor to seal it up, make it easier to clean, and look nice until we put carpet or tile down.
My issue, the dogs decided to have accidents on the floor...ok so not an accident more behavioral, Unfortunately sometimes we don't find there "accident" until it has soaked in. We have been mopping up the floor with hot water and bleach.
Any recommendations (besides shooting the dogs) on prepping the floor for sealing? I'm thinking about hot water and more bleach and a buffer, when it dries, using the acid etch (I think citrus based) to clean per instructions, then when dry applying the epoxy. Dose this sound good or do I need to do something else or more?

The garage of my current house the previous owners had cats and let them live in the garage. It was discusting how bad the floor looked.
Garage floor cleaner and a 3500psi pressure washer. Did the floor 3 times in the span of a week and it was amazing how much better it got but not good enough for my wants.
So I did 2 acit etches and put the epoxy down.
So far so good

For all that work, just tile it right away. When I got my house, the garage was used as the dog house, and **** storage. It made me puke a few times, even after I cleaned. I ended up spilling used motor oil all over, let it soak in, then cleaning it up.

I ended up tiling it, for multiple reasons.
