Dissappearing paint?

Hi guys,
Do any of you GJ members have issues with paint disappearing from your hoist base plate? When I purchased my used Rotary I blasted, primed, and painted the bottom 24" of both columns. Rattle cans were used (Ford engine blue is a perfect match). Now all the blue is gone from the whole surface of the base plate, leaving the primer. I thought at first it was caused by my sealing the base plate to the floor (to keep water out) with clear silicone caulk (some kind of reaction) but, one of my friends is having the same issue, yet he did not caulk the base plates. No paint is ever seen around the plates on the floor so I have no clue where it is going.
Any theories?

Exposure to brake fluid or other solvents?

Beyond that, I would say it is probably just coming off in small enough flakes (abrasion from dirt or whatever) and over enough time that you just don't notice it.
