going to be tough to beat the economy of scale afforded a company like ULine.

Unless you somehow score most of the material free as scrap or something.

somewhere on YouTube, there is a video of Jamie Heineman, showing how he built his shop shelving (and a lot of other things) with 1" square tube and a MIG welder.

Craigslist.
Or as suggested used pallet racking.
I bought 20ft long by 15 ft high 3 levels for around $425.
You can buy in different heights/widths and lengths.
In fact the pallet racking came from a company advertising in Craigslist.

These fit my needs perfectly, but I am thinking it could be done cheaper. I have seen them advertised on craigslist for around half the price, but nothing local to me.

If those fit your needs perfectly, then there is no way on god's green earth you can make em cheaper. Can you wait months before something used pops up? In terms of new or like new, as said above, hard to beat the economies of scale from ULine.

Agreed if all you need is shelving of some sort, you can usually find pre-loved pallet racking locally for less money and much heavier duty. But like anything else used, you gotta take what you can find.

Looks pretty reasonable, although if you are patient, you might get lucky on craigslist. I bought a bunch of those exact same racks off craigslist from a delivery place that was upsizing to larger pallet racks (24x36x72 tall with five shelves per rack - $25 each).

I furnished my basement workshops with industrial metal shelving I bought on the cheap from a local place that sells overstocked, discontinued, and returned merchandise from Grainger.

There are a few of these types of industrial outlets selling Grainger overstocks in my part of Illinois. They never advertise that they get their stuff from Grainger, but you can usually see their advertisements selling Dayton brand power tools and other industrial type things on Craigslist. These small bricks and mortar stores are often hidden away in industrial parks. If you visit these stores, you can find Grainger stock numbers still on the merchandise.
