Do I have a water problem?

I live in the desert, yet I seem to have signs of water seeping through the concrete. Is that what is going on in the attached images?. Moonsoons do hit us pretty hard once a year. If it is water stains, what are my options here? I was wanting to lay down Hellfire or Polyurea.

Second question: how do I handle the 4 inch painted lip that goes around my entire garage? Stripping that seems near impossible, or at least an insane amount of labor to do it, but I would like to coat that also.

The second picture almost looks like something was spilled and ran down to the left. How long have you been in the house ? Has the floor always looked like that ?

The lip looks like wood ? I dont know if you can use the coating on that. I would just paint it.

Sometimes in the desert water tables are higher than you think, Arizona for example. You could try running a fan over a spot for a day or two, and see if the moisture goes away then comes back after you turn the fan off.

You could also just sand the trim well, vacuum, and apply 2 coats of a 100% Acrylic paint, or 2 coats of the epoxy/polyurethane you plan to use. Test an area first

I would go to a local supply store and get some moisture tests. Basic ones are not that expensive. Here is a link to some great articles: Be Floored Blog. How old is the concrete? I would start with the moisture tests and go from there
