tankless water heater 30 foot run from main service panel

Draw 13,000 watts

60 amp breaker wired with 6 ga wire

What does code say, do I need an additional disconnect and what is the language that mandates this...?

does it matter if I run romex or strand

also I have seen some hooked up where they installed a plug set up instead of hard wire...from what Ive seen this would negate having a separate disconnect

If I were to choose this route, what would be the specs for outlet and plug end that I should be looking for on packaging...

Hopefully I have supplied enough info to get a credible answer...thanks in advance for your help

Can you see the panel from the heater? As I recall residential doesn't call for one on a water heater. I wouldn't want any between the breaker and the unit if I could help it.

I think that is the key.

Running stranded in conduit is much easier. Southwire says max ampacity on #6 Romex is 55A.

You need to hardwire it. A 60 amp plug and socket will cost you a couple of hunded dollars. Romex in #6 is gonig have stranded conductors and not solid.

Is there a wiring guide in the owners manual? I know if I was the mfg would be looking to get this just in an approved installation with a number 6 cable for residence.

One thing to consider as a rule of thumb. If they wanted a plug on it they would have one. They provide a point of service connection, like other water heaters, fixed equipment like bathroom fan. Reason they use extra connection in AC is that its remote away from the incoming connection to the equipment,,, poor explanation,,,, but air comp is fixed etc. and doesn't come with fac pak cord.
