Do I need a vapor barrier

I have a existing concrete floor that is epoxy coated already in my soon to be laundry room. The question I have is this. I am building up the floor with 2x4 and plywood to level out the floor, do I need a plastic vapor barrier down before I put down the 2x4's? The room is a breezeway between my garage and house. I have never had moisture problems so far and I've been there 6 years. I just don't want to start and do the wrong thing. Thanks for any advice.

If you are leaving a hollow space between the new floor and the slab I'd say no on the vapor barrier. If you lay fiber glass batts in the floor then I would use faced batts with the kraft face towards the room side.
