I had to have the tamper proof outlets to pass my final inspection in Western NC. As soon as I got my CO I swapped them out for conventional outlets. I still have GFCI outlets on the exterior. YMMV.
You can share the neutral up to the *first* GFCI outlet. From that point on, you need separate neutrals for both sets of outlets. You should only require two GFCIs, one for each branch. You'd only be saving wire to the first GFCI however, which may not be a significant savings.
