Do permits stay with the contractor?

I agree with this 100%. End liability falls to the home owner.
here the city signs off the final - not the homeowner. City can shut a job down if they don't feel the contractor is competent or have had issues with him/her before. PAYMENT for the services lies with the homeowner. No homeowner should pay for the job that can't be signed off as final unless some agreement is worked out that both sides agree to. A contract is a contract.

I pulled 2 permits at my last house. The 1st permit was for a kitchen addition/remodel. This included electric and the building addition. I did all the drawings myself and submitted for permit. They came back with a few clarifications as well as who was doing the work. I told them at that time I haven't made the decision to award or do the work myself. All they said after that was if you sub it out please send over a workers comp insurance cert. I ended up doing all the work myself.

I also pulled a permit for a pole building. Pole building company supplied me with the drawings and there workers comp insurance. No issues there. They did all the work on that reno.
