Do these marks mean something?

Picked up this awl/punch yesterday. It is unmarked save for these 3 arrows. Is this a tool company mark? Is it a hand-made tool? I’m mystified, and I always appreciate your opinions/expertise!

Probably maker's marks. Handmade.
Possibly a student project for blacksmith or machining.

Couple of different makers used arrows, like Butcher, but that tool looks home made.
