Do you know what this is?

I’ve tried searching and have come up empty. Found this at my folks place (build in the late 60s) after doing some yard work. 8x4x3, 23lbs but looks like the number 29 is cast into it. Rectangular and flares out on either side of the middle. Little round hold goes to middle and meets shaft that goes through. We think some kind of bar went on it was was maybe fastened with the round hole.

What do you think it is/was used for?

I would suspect it is a windmill counterweight.
