Really curious. Looks like it can shear square stock and pop open a beer. The end of the rule has a 'gal leg' caliper look to it.

Some sort of pole pruner head?
It would be possible with the typical pulley arrangement. It seems a bit light duty to cut branches to me, was thinking leaf pruning, like maybe cutting tobacco or something similar weight stalks.

one of those hanging scales you can weigh produce/meat with at the market, missing the weight on the graduated scale I see there ?

The slot looks like a wire gauge, labeled 10 - 12 - 14 as it tapers down in width.

It looks capable of stripping wire too.

Based on the 16th" increments, it's a small tool.
The back leg must be around 3" long.
