Does anyone recognize this frog and what it is a part of?

I purchased this piece and spent quite a lot of time, trying to discover what it was a part of. I found a identical frog on a British tool site, but with no information on what the rest of the tool is or who made it. With 2 cutters of equal width. Total length is 8 inches and a width of 2.88 inches/7.32 cm. All ideas are most welcome.
