There were also variations on chisels like that were called "pricking irons". They were used for making long runs of punched holes in leather.

AFAIK the type of chisel pictured was used for very soft type stones or bricks. Bedford stone is an example. The serrations left more of a decorative edge versus using a regular edge type mason chisel.
