Door on sill?

Building a shed 30x16 with turned down footers. The city I’m in requires minimum of 6” from grade to siding. So either concrete curb or cinder a block wall no less than 6 inches above grade.

What I’m planning on doing (city already approved it) is concrete turned down slab with 8 inch cmu’s. Certainly sill sealer and than the pressure treated sill plate on top. Here’s the question …. Very basic, but can’t get my head wrapped around it….

The door (standard 36”) sits on top of the sill, or leave a gap in when I set the blocks on the footers?

How do I stay code compliant with the 6” spacing required?

Thanks again, I realize this may be simple or elementary.

Well, I had very similar restrictions, but I don't think doors are in that requirement. how would you have a garage door 6" above grade & be able to get a car in? or a man door 6" above grade & be handicap accessible?
I poured a 6" high curb around the perimeter , except where the overhead door & man doors are. there weren't any issues at final inspection

Is that the typical / normal construction method for what I’m describing?

Quite simply walk / drive around your neighborhood and LOOK. You're 'confused' because you are looking at the code words and lack the knowledge or experience to interpret them correctly.
