DP-220 table counterweight?

Looking at my DP-220. Is this pulley for a table counterweight? I don't see where the cable or chain would attach to the table. TIA20230205_201042.jpg

It’s part of a Delta 1030 counterbalance assembly that assists in moving the drill head. Instructions on vintagemachinery.org.
