Looks early Delta-ish to me, based on the the table lift, spindle and base to column bracket.
The pulley guard kind of looks atlas like though.

I don't think I have seen one before.

What size is it?

I believe what you have there is a
Candy-Otto 18in "Royal" drill press manufactured by Cincinnati Lathe and Tool Co.
I have one just like it.
