It looks like an extension to increase the depth from the chuck to the column. I've not seen one before and presume they're not common.
While a handy thing to have, it's not necessarily the most in demand of parts due to also taking the chuck out of alignment with the hole in the centre of the table found on many drills - and also because there probably aren't many people aware they even exist.
That looks like an early radial drill press to me? Is that the part you were referring to? Do you maybe have the Manufacturer?
I know i have seen it in the 1941 Craftsman Catalog, and I know theres a similar style Delta Radial drill press in my city for sale (they want $800 for theirs)
