You could just put a surface grinder chuck on a regular drill press. Through holes wouldn't work very well though.

They may make mag chucks with a center hole. Never saw one myself.

Go to the above sites and learn a bit about magnetic chucks and if they might be what your looking for. There are magnetic chucks for mills, lathes, and grinders. I don't know a lot about the things but do know that if you want to space the part above the surface like for through holes then special spacers are needed, I think.
