I have a 50 year old morpower 1/2" hand drill that I use for drilling sizes over 1/2". It has a large dia tapped hole to put on a decent length handle so you can hold onto it, if not be prepared to have sore body parts. A turned down bit is what we called a PRENTICE bit.

Fastenal does not sell wholesale. They have a huge mark up on their items. for a reduced shank drill they will want around $38.98 for it. I know they are paying around $11.22 for it. So they are marking it up 71.2% definentaly not wholesale......
Fastenal sells to all, at least around here. I can walk in and pay retail for a couple bolts or one drill bit. A business that does 5-6 figures a year with them will get wholesale prices. Fastenall is both, wholesale and retail, depending on how much you spend with them each year. If a person walks in and only wants 3 bolts or one drill bit they have to make it worth their time to serve this person that probably will only ever come in for a few things a year.
If you go in for one drill bit and the salesman is with you for 15 minutes and he gets paid 15 dollars an hour then they just paid him 3.75 to take care of your one drill bit. That doesn't include any taxes or insurances which usually makes that double. So now you're up to 7-8 dollars for them to sell you one drill bit. Then you add in the shipping it cost them to get the bit to their shop. Rent/electric/heat to store that bit until you needed it. Someone had to unload the truck and put the bit on a shelf. So in reality that 11.22 bit ends up costing fastenal a lot more than that to sell it to you. Even at 20-25 dollars for that bit they probably wouldn't make a proffit so it wouldn't be worth their time to sell it to you. It costs them a lot more than that 11.22 to sell you that one drill bit. Now if you buy two, their cost is almost cut in half so they can sell you them cheaper. If you buy 10 the costs go way down. Fastenall will sell to anyone around here, wholesale or retail. But your price will depend on how much you order each year. I worked in a mill and fastenall would come in and stock the maintenance departments hardware. Once a week a salesman would come in and go through thousands of bins of nuts and bolts and restock any that were low. The same mill also purchased hundreds of thousands of dollars worth of stuff from mcmaster-carr every year and got prices half of what the website shows, or half of what I could order them for.
Fastenall has to make it worth their time to sell to the public. Some industrial houses decide not to even deal with the public and just have wholesale prices. Fastenall decided that they will sell wholesale to industrial customers and then retail to individuals.
