Not necessary in this case. It's really just to keep the nut from backing all the way off. A cotter pin or nail through the hole would do the same thing.
Burt used the word "safety wire" and not cotter pin or nail for a reason. The reason was to specifically mention that safety wire is supposed to be anchored. Burt did not use the word cotter pin or nail. But if a cotter pin is used then the nut should be a castle nut.
