I just moved into this house a couple months ago, so the garage is new to me. I'm wondering how or what do you measure to determine the garage size?

I measured from stud to stud both directions and its 23 feet one way and 23 1/2 feet the other. It seems like a weird size to me, so I double checked and its correct.

So what am I doing wrong here? Or is that the correct size?

Size is measured from the outside of one stud to the outside of the opposite stud. Inside measurements will be smaller.
Most likely you have a 24x24 garage. Siding and outside insulation doesn't count on the basic build dimensions.

Typically outside to outside of framing, which is also face to face of foundation or slab.

This is the gross area.

You measured the net or floor area.

Usually the gross measurements are some even amount and many are multiples of 4' for sheathing size and stud spacing.
