Dusty/powdery cement floor

I have a workshop are of about 1500sq ft that I am looking to coat.

The main problem is that walking on the cement seems to create alot of dust. I can sweep the floor and it never seems to get rid of the dust.

I am contemplating using a 2 part epoxy(most likely Rustoleum pro due to the cost) to coat the floor. How can I ensure/test that the epoxy sticks to the floor?

Any suggestionswould be great. Thanks

pressure washer is a good start for an initial cleaning before other prep, etching etc.
