it is my impression that you need to be able to pay for it during the window that it is valid.

as an example, if you had an auction ending during that time, you won, and you paid still within the window, it will work.

i also believe that if you won something the day before, but had not paid yet, you could still use it.

CAUTION: i have not read the exact terms for this offer, but in the past they have offered it on the web site also, and i checked the rules then, and it only referenced paying for something during the time the offer was good, with no mention on how you got there.

At least for regular sellers (non store front sellers that gets better rates), it is a straight 10% for anything related to the sale. At one time shipping was not part of the fee percentage, which led to people jacking up shipping costs resulting in a lower "win" amounts. That is why you see more free shipping imo.

This has happened to be in the past where because of shipping, I couldn't use a coupon on a particular item. It seems that seller isn't all that familiar with buy on ebay, if he didn't understand why they were asking.

A similar situation is when a coupon only applies to certain categories. Sometimes the seller will be happy to relist or edit the item so you can use the coupon, as the seller still gets all their money (minus the ridiculous 10% fee they have so they can run these offers).

Doesn't matter anymore. Ebay deducts fees out of separate shipping charges or included.
