i bought a snap-on wrench from a guy and he never sent the thing. i being the nice guy i am waited and waited. finnaly i asked for a tracking number and he says there isnt one....now im confused. after a bunch of mails back and fourth he told me to file a paypal claim., so i did. i left him neutral feedback and he returned with a negitive..there for killing my perfect 100% feedback rating. buyers beware, his name on ebay is "spaz-stingray". im guessing he didnt get what he wanted out of the wrench and didnt send it.

The item was more than likely sent via regular letter mail in order for the seller to make money off the postage paid : $5.00USD and avoid Ebay fees. I don't believe there is a tracking number available for this USPS service (I'm Canadian I could be wrong). In any event the seller is required to send item via a service which provides a tracking number if he is to be protected. If you don't receive the wrench you should have a legitimate chance of recovering your money providing you paid with Paypal. If you paid any other way, you more than likely are out of luck.
Personally with his feedback record I would have given him the benefit of the doubt and waited a little longer since you can open a dispute within 45 days of purchase. I would then use a negative. Since he has 6 mutual withdrawals he would more than likely neg you then ask for a feedback withdraw from you. Why give a neutral when you did not get your purchase?

I never leave feedback on a purchase unless I know that I am totally satisfied with the purchase. Even then, I check first to see if the seller leaves feedback for purchasers. If he/she doesn't, then I don't leave it for them. As a seller, I do the same checking, but I don't leave feedback for people that don't reciprocate. No sense of building their numbers and not mine. I have made 2 PayPal claims for non received items in the past, and each time I was refunded my money. The seller must prove that they sent the product, and that can be done by delivery confirmation with the USPS.

I bought a 1/2" ratchet off e-bay once, the seller sent it in a regular envelope, and it broke through the envelope during shipping, I received an empty envelope. After going round and round with them, I finally got my money refunded. The seller left me negative feedback on that one. I don't know how it was my fault that they don't know how to pack an item for proper shipment.
One thing that I have learned to watch out for is high shipping prices, some sellers will jack the shipping prices way up, to cover their profit. Then if you are not satisfied they will only refund the purchase price, and you are out the high shipping.
Most of my transactions on e-bay have been very smooth and hassle free, you just have to pay attention to their feedback and go with your gut instincts. But be aware that there is always the possibility of getting burned.

Some people will also sell for a low "Buy it now" price but charge very high shipping in order to cheat ebay out of their fee.
I won an auction for some Cougar sockets and ratchets and the seller refused to ship them claiming he wasn't satisfied with the winning bid and thus did not have to send the item. I notified ebay and the sellar was removed from ebay. I checked to see if the item was put up for rebid but it never was.
