^ Breather hose from the crankcase, not the air cleaner housing.
On the top of the engine cylinder case there's a breather - it will be at the rear of the engine on the top - on that Tecumseh most likely part of it is under the flywheel. The breather hose - which is just a short section of 1/4" hose - slips onto a ****** sticking out of the breather assembly.
You definitely to not want to plug it unless you want oil all over everywhere.

some of those breathers provide a vacuum differential signal that helps the integrated fuel pump work right. Often the diaphragm stretches with time and ethanol in the fuel, and is why many of these powered items won't run right. I typically have to replace those type diaphragms once every 3 to 5 years. Some units the breather hose has to be replaced too because it rots. I would go online to JackSmallEngine, or EReplacements and see if they have a diagram of the model. Also there are online PDF of the models that show parts and where they go too.

on mine the carb uses pulses from the engine and gravity combined to flow fuel into the bowl.

click on this link, It should open an image of a breather and breather tube. See if your engine has the breather cover with a hole. If so there should be two barbs on the carb. (if you're going to work on Tecumseh engines, you need to be able to figure out how to get that "spec" number, because the Craftsman number is useless.)
It would appear you have the "side breather" - the first image I posted above - in which case the breather tube vents to atmosphere (the same way early automobiles vented the crankcase.)
You could rig up something to hook it to the carburetor, but if the filter media in the breather is still in good shape, there's no reason to (and it might have detrimental effects on engine idle.)
Which means: find a small vacuum cap and simply cap off that port sticking out of the carburetor so the engine will idle properly.
Sorry for the delay in responding. I don't work on a lot of horizontal-shaft engines - there's no money in edgers.

no no no no ....
you don't want to run that port wide open - it will **** air into the carburetor - even though it's upstream from the venturi, it will have a less than positive effect leaving it open.
just go up to ACE Hardware (or a parts store) and find a little rubber vacuum cap to put over that hose ******. Easy peasy.

my Tecumseh Craftsman edger has that breather but it is connected to the barb.

just use the standard cutting blade - they're cheap. buy two.
the bowl gasket IS available separately (631028), but you're better off to just buy the carb kit 631021B), which contains only the bowl gasket, needle & seat, and the little paper gasket for the main jet at the bottom of the bowl.
and yes, it is a Tecumseh engine. we already covered that. no idea what Oldwizard is looking at.

if you can find singles, great.
I ended up having to order a 10-pack to get just the bowl gaskets.
(do NOT order lawnmower gaskets from ebay sellers in China. the gaskets do not fit properly.)

^ that varies from city to city. here, if you want the bowl gasket, you're going to buy the kit unless you order it online.
