EECT 400 question

Will an EECT 400 load a circuit enough to test for voltage drop if a wire is bad?

There was just a thread on here with a debate about this tool. I haven't ever used a EECT 400 so can't answer, I have a loadpro. But Dan has a video on youtube about the EECT,
