Electric Clutch

Is there any way to check an electric clutch on a Craftsman lawn tractor? It keeps blowing the 30 amp fuse.

I checked it with my ohm meter and it reads 0 across the coil of the clutch. That doesn't seem right to me, but???

so you know the clutch windings are shorted out. open and closed case. dead on arrival.
