only place to put my extra garage (in city) has the electric power line to the house in pvc pipe only 18 inches below the ground surface, can I still get a 5-6" thick pad that will handle a 2 post lift and not pull up and have all the required ground prep under the pad itself???? thanks.

Check the power company easements before you go to much further. Might be a better idea to reroute the power line to the home. Or intercept it using it to feed the garage and then in tern feeding the house from the garage.

put the meter on the side of the garage and then run a new service from the garage panel to the existing house panel.

Dont pour the floor over their service to the meter LOL.

The 5 to 6" slab is not the problem. Isn't the garage going to have footers? The footings should go deeper than 18". It would help to know you are in the US, Canada or else where.
