Electrical advice needed

I have some flourescent light fixtures with dual ballasts that I wired with some 12/3 so I could switch the ballasts on seperately for the times when I only want a little light. This may not actually ever happen :lol_hitti

I powered the switches from the circuit breaker with some 12/3 also. My question is in regards to code, can I just clip the red wire at the breaker panel and gang box or wire nut it off or could I put the red and black in the same breaker ? (I actually already have it wired this way) or should I just bite the bullet and run some 12/2 ?

Just wire nut off the ends of the unused wire. Do not use the two wires in the one breaker as that is against NEC.

Edit: To clarify you can not use the black and red paralleled to power the same device.
