So, I know how to mount a box if I'm going to use drywall or 1/2" plywood for my interior garage walls, but what about if I use steel? Mount them flush with the studs?

Not metal v. wood stud. Metal v. wood/drywall walls. Metal is like 29g thick (0.0136") but has the ridges v. 1/2" drywall/plywood.

Going to have to plan your layout. If the ridge is going through the outlet, the box is going to have to be flush with the ridge. If the box is going to be entirely in the flat valley, then yeah, at 29g just mount it flush with the stud.
