I have a small garage, there is a fuse panel in it, there is a underground wire that runs from my house to my garage, house has a 200amp main breaker and the fuse panel in the garage has a 40 amp main breaker, I am wondering if I can add a breaker that will be 220v so I can run a decent welder, and if I can how many amps should the breaker be I add?

is the panel in the garage 220v? if you are talking about an arc welder, most of the home units will be 40a minimum.

Your circuit limit will be 40 amps because that's the size in the sub panel (breaker) in the garage. Upgrade the garage sub panel and wire.

If the garage is fed by a double pole breaker in the main panel then you have 240V.
