You shouldn't have to add more washing soda IF you put enough in to begin with. The process should be creating small bubbles - like soda fizz only much gentler. If you don't see any bubbles there could be one or more of several problems - not enough washing soda, poor conductivity between the battery charger and either the anode or cathode, and/or too low of a current through the piece. Also make sure your piece that you are de-rusting is clean - not clean as in no rust, but clean as in no grease or other coating of crud that would prevent the electrolyte from getting to the rusty metal.
